1998 Candidate of Sciences degree, Krasnoyarsk State Technical University (corresponds to the Ph.D. degree). The thesis was «Numerical simulation of atmospheric pollutants distributions and information analytical software implementation for municipal environmental services».
2002 Awarded the Title of Senior Researcher at Institute of Computational Modelling of Russian Academy of Sciences (Krasnoyarsk).
2005 Awarded the Title of Senior Lecturer by Russian Higher Certification Commission (Moscow). Submitted by Chair of Geoinformatics, Krasnoyarsk State Technical University.

EXPERTISE

Main activity and scientific interests of O. Yakubailik are connected with computer science, the decision of software design problems, development and implementation of the distributed information systems on the basis of geographic information systems, the Internet/intranet and the client-server technologies.

SELECTED PROJECTS HISTORY

  • MONITOR Project (1989–1994): Information & analytic software for industrial enterprises & municipal environmental services which permits to process ecological data, calculate atmospheric pollutants distributions, generate necessary reports, simulate of territory pollution & environmental exposure and so on. Role in this project — lead designer & programmer.
  • «CD-KRASNOYARSK» (1996–1998): City information system on compact-disk which combines cartographic interface for city map points and business directory. As pointed by Russian GIS Market Support Association (GIS-Association), this CD was 1st in Russia of such kind. Role in this project — principal investigator, lead designer, co-programmer. This Windows application is based on original GIS toolkit, Borland Delphi / HTML / Javascript programming.
  • PROTECTED AREAS DIGITAL MODELS Projects: Stolby Zapovednik (1999–2003), Cetral-Siberian Zapovednik (2003–2005). Starting with a target-oriented collection, structuring and integration of disperse digital geo-data related to the selected wildlife sites, these projects have an objective to establish an exemplary, manageable system containing models and programs in order to harmonize, integrate, model, visualise and disseminate critical digital environmental information for the use in scientific wildlife studies and wildlife management using GIS- and Web-technologies. Role in these projects — research, scientific guidance, supervise of dissertations. As a result of these scientific projects two team members were awarded by candidate of science academic degree (corresponds to the Ph.D. degree).
  • LAND CADASTRE SYSTEMS & PROJECTS: Production of cadastral maps and derivative thematic maps on their basis (1999–2003). Design and implementation of information systems for the accounting and management of the land parcels at municipal level, the decision of the problems of a cadastral estimation and monitoring of the agricultural lands (2002–2005). Also Corporative information analytical web-portal «Krasnoyarsk Territory Land Resources» was created (2003). Role in these projects — principal co-designer, technological guidance, statement of tasks on programming. Used tools & services: Borland Delphi / Interbase DBMS for client-server Windows applications, own original GIS toolkits for Windows & Unix platforms, DHTML / PHP / Javascript programming for web content management systems and map-oriented user interfaces, MapInfo / ArcView and other GIS for initial data processing.
  • REGIONAL INFRASTRUCTURE ANALYSIS SYSTEM «TERRA»: Information-graphic system intended for the decision of problems of a supply with information of authorities of region, maintenance of effective interdepartmental interaction (2004–2005). The system consists of web front-end and Windows application-based back-end. TERRA is installed on the Intranet portal of Khanty-Mansiysk Government. Role in this project — lead designer, technological guidance, statement of tasks on programming.
